This is what the railroads called an interlocking tower. It was supposed to keep trains from running into each other at junctions and crossings to put it in simple terms. This one sits right next to the old Southern Railway offices in Atlanta (Fulton County). Technology has rendered in obsolete and it sit's abandoned. This area of Atlanta has been in various scenes of the Walking Dead for those (not me) who watch Zombie stuff.
