Abandoned Building in Fulton County

Abandoned building located in what appears to be part of a subdivision or park development that never went past the road-building stage. There is a small network of roads between this building and the 2 major roads bordering it, GA Hwy 280 and US 278 in northwest Atlanta. I have not been able to locate any information on what this was or was intended to be.
